Efforts at retrieving small arms fail because the big boys are untouched – Dr.  Aning

Researcher at the Kofi Annan Peace Keeping Training Center, Dr. Emmanuel Aning believes the Amnesty program introduced by the Small Arms Commission and the Interior Ministry would fail after the trial period of 32 days.

“Why it failed the last time and why it will fail after 32 days is that we are looking at retrieving arms through the political length but not the political economy length.”

First we need to understand the dynamics, he disclosed in a Starr News interview adding “the nature of the legislative regime that underpins small arms in the country is outdated and unrealistic.”

He observed, the Amnesty Program which seeks to enhance the management and control of the proliferation of weapons in the country will only threat and intimidate those who do not handle their guns well but leaving the manufacturers, path creators and those who store them untouched.
