GH¢15 deduction from NSS allowance to be effected in November

The Executive Director of the National Service Scheme (NSS), has asked all regional directors to ensure the deduction of Ghc15.00 from the allowances of all National Service Personnel effective November 2017, as part of the implementation of the compulsory insurance package for personnel.

 Contrary to his stance earlier this month when he confirmed that the policy will not be compulsory, it appears the deductions will still apply to all personnel as directed.

NASPA announced their decision to deduct an amount of GH¢ 15.00 every month from the allowance paid to service persons in the country to aid as an insurance scheme in case of any disaster.

“As part of this comprehensive initiative, there is a special package for free inter MTN calls for service persons each month, GH¢5 recharge airtime from MTN to other networks every month, free browsing on social media, 500 free messages, 100 percent bonus on all MTN recharge made by service persons, as well as free viewing of a movie twice a year at Silver Star Cinema,” the Executive director said while launching the policy.

The Insurance scheme was to ensure that National service personnel who suffer permanent or temporary disability through accidents during the service year will be entitled to GH¢15,000 insurance cover, while GH¢3,000 will also be made available to service persons who suffer accidents that will keep them off their duties at user agencies for a month.

However, most service personnel received the message with much indifference describing the move as “daylight robbery”, a scheme to rob them of their scanty allowance.

Scores of national service personnel further signed a petition dubbed: “Say no to a compulsory Insurance policy,” to prevent executives of NASPA from deducting an amount of GHc15 from their allowance as a premium for the NSS insurance scheme.

Meanwhile, a circular sighted by Citi News has charged regional directors to deduct the amount before submitting payment vouchers.

“I am directed by the Executive Director to inform you that the National Service premium deduction will take effect from 1st November 2017. You are required to deduct GHC 15 monthly premium from all National Service allowance before submitting the payment vouchers to the internal audit. Please treat as urgent and comply.”
